Because railroads have proven
themselves to be inherently dangerous, they attract much public attention
and political scrutiny. During the past one hundred years, numerous
regulations have been enacted that govern the activities of railroad
employers and their employees. These laws have made railroad operations the
most regulated in any industry. This is especially true for commuter
railroads where political considerations play a prominent role in efforts to
protect the safety of the riding public.
One of the great strengths of our
political system provides that any organization or any individual can become
